The Zweckverband Abfallverwertung (ZAB) started operating a waste incineration plant in Bazenheid in 1976. Since then, the plant has undergone expansion and renovation. Thirty-five municipalities from the cantons of St. Gallen and Thurgau are affiliated with ZAB. The project aims to replace various parts of the existing plant. The renovation will be performed entirely within the existing building during ongoing, albeit reduced, operation. Upon completion, the plant will once again be state-of-the-art in terms of flue gas cleaning and energy use.

In accordance with the Ordinance on Environmental Impact Assessment (UVPV), an environmental impact assessment was performed for the project. The assessment shows the effects of the project on the environment and defines measures to protect the environment.
